Internal Procedures Act
Section 5.006 — Internal rules; require two-thirds vote to adopt, amend, or repeal.
The Council of State may, by a two-thirds vote of all members, adopt, amend, or repeal, in part or in entirety, certain rules governing the procedures and operations of the Council of State, including, but not limited to, those relating to the form and manner of debate and voting during a session thereof.
