The Constitution
The current constitution was ratified on 28 May 2024 and entered into effect at midnight on 29 May 2024, exactly 15 years after the establishment of Eniarku as a presidential republic. It is the first fully codified constitution in the country’s history and established the grand duchy as the sole successor state to the defunct Kingdom of Eniarku.
Developed between 2021 and 2024, the constitution represents the synthesis of best practices borrowed from previous incarnations of Eniarku, as well as principles enshrined in the constitutions of various macronations. The roughly 1,900-word document serves as the foundation of Eniarkian sovereignty and the source of legitimate governing authority, defining the fundamental rights of citizens and providing a framework for the organization of the government under The Crown.

Eniarku Compiled Laws
The Eniarku Compiled Laws (ECL) is the compendium of all enacted laws in the grand duchy. It is organized into 10 subject matter-based titles that contain public laws as outlined under Article 26 of the constitution, which defines the four types of laws that may be issued by the government:
- Acts of state establish uniform national laws and are enacted by majority vote of the Council of State with the assent of the grand duke.
- Orders-in-council are decrees issued by the grand duke through the Council of State that pertain to regulations made pursuant to Acts of State, the activities of the armed forces, or other diplomatic and bureaucratic functions of the government.
- Letters patent are issued directly by the grand duke and pertain to appointments or dismissals of councillors, the royal household or Law of the Grand Ducal House, military appointments, or official honours and titles.
- Sovereign proclamations are issued directly by the grand duke, usually in consultation with the Council of State, that announce or declare matters of law that are not otherwise addressed by acts of state, orders-in-council, or letters patent (or for which one of these other instruments has not yet been enacted).
In general, Acts of State contain numbered chapters and sections (numbered as “ECL X.Yzzz”), where “X” identifies the title under which the act is codified and “Yzzz” is the chapter and section identifier. For example, ECL 1.001 is section 1 of the Construction and Codification Act (which is compiled under Title 1), while ECL 4.302 is section 2 of chapter 3 of the Honours and Titles Act (which is compiled under Title 4). All other types of laws are assigned identifiers based on the year and order in which the are enacted, such as 2026 OC 1 for Orders-in-Council 2026-1, and are codified under the ECL title that most closely corresponds to their subject matter.
