A resolution for certain ORDERS-IN-COUNCIL on the procedures of the Council of State regarding the consideration of resolutions.

BE IT ENACTED BY THE CROWN-IN-COUNCIL:

It is this day ordered by His Royal Highness in Council that, pursuant to the Internal Procedures Act, ECL 5.004, a resolution introduced during a session of the Council of State must be accompanied by the name of the member introducing the resolution, who shall be known as the sponsor.

It is further ordered that a resolution introduced during a session of the Council of State shall be read by the chair or his designee, either in full or by its title, not less than three times and must lay before the Council of State for not less than 48 hours before being subjected to a motion to adopt the resolution.

It is further ordered that the Council of State, by unanimous consent or two-thirds vote of all members present, may suspend the rules of debate set forth in the preceding paragraph, in which case the member making the motion shall indicate the order of reading upon which the resolution should be placed if the motion is approved or if the resolution should be placed on its immediate passage.

It is further ordered that any amendments to a resolution that is presently laid before the Council of State must be in the nature of a substitute, which must be in the form of a resolution prescribed by the Construction and Codification Act, ECL 1.001 et seq., and that an amendment offered by editing or otherwise marking the resolution presently laid before the Council of State is not in order and invalid.
