A resolution for an ACT OF STATE to provide for the state systems of honours, titles, and styles of the royalty and nobility.
BE IT ENACTED BY THE CROWN-IN-COUNCIL:
Sec. 4.001. This act may be cited as the "Honours and Titles Act".
Sec. 4.002. If any provision of this act comes into conflict with any provision of the Law of the Grand Ducal House, the provision of the Law of the Grand Ducal House shall be considered to preempt the relevant provision of this act.
Sec. 4.003. As used in this act, "royal family" means that term as defined in the Royal Household Act, ECL. 3.003.
CHAPTER 1 – CIVIL HONOURS
Sec. 4.101. (1) The Most Noble Order of the Crown is created as a civil honour.
(2) The Sovereign may appoint persons to the order at his pleasure. The Sovereign shall not appoint more than 22 living persons to the order and shall not appoint a foreign person to the order under paragraph (3)(c) without first obtaining the advice and consent of the Council of State by resolution to that effect.
(3) The order shall consist of the following classes:
(a) The Sovereign, who shall not count towards the ordinary numerical limit in subsection (2).
(b) Royal Knight Companion (KCC) and Royal Dame Companion (DCC), who shall be a member of the royal family or the House of Abbott by birth or by right.
(c) Knight Companion (KCC) and Dame Companion (DCC).
(d) Stranger Knight Companion (KCC) and Stranger Dame Companion (DCC), who shall be a foreign sovereign, the head of a foreign royal family, the head of a foreign royal house or the ancestral or derivative branches thereof, or a foreign head of state, a foreign head of government, or a foreign person of special distinction, and who shall not count towards the ordinary numerical limit in subsection (2).
(4) A person appointed to the order may be styled as "The Most Noble".
Sec. 4.102. (1) The Order of Eniarku is created as a civil honour.
(2) The Sovereign may appoint persons to the order at his pleasure for exceptional or outstanding service, good deeds, meritorious conduct, or contributions to the state or the micronational community, including, but not limited to, civil, administrative, cultural, environmental, diplomatic, or charitable service, deeds, conduct, or contributions.
(3) The order shall consist of the following grades, in descending order of precedence:
(a) Officer (OOE).
(b) Member (OE).
Sec. 4.103. (1) The Most Honourable Order of the Cossacks is created as a civil honour.
(2) The Sovereign may appoint persons to the order at his pleasure for exceptional or outstanding courage, sacrifice, or distinguished service in defense of the state, the Crown, the royal family, or the public good.
(3) The order shall consist of the following grades, in descending order of precedence:
(a) Grand Companion (GCC).
(b) Companion (CC).
(4) A person appointed to the order may be styled as "The Most Honourable".
CHAPTER 2 – TITLES AND STYLES
Sec. 4.201. The Sovereign may grant a person any title or style under the royal prerogative. As used in this act, "royal prerogative" means those authorities, powers, and privileges held and exercised solely by The Sovereign without the consent of another entity of the state, including the Council of State.
Sec. 4.202. The Sovereign may, at any time and for any reason, revoke those titles and styles which have been granted pursuant to applicable law.
Sec. 4.203. The Sovereign shall exercise his authority under this chapter by letters patent issued under the Great Seal of the Realm or any other instrument as provided by law.
